Vegetto is able to vaporize a massive energy ball:

SSJB Vegetto: 100

Merged Zamasu was on par with Vegetto Blue with Vegetto Blue being marginally stronger than him. They were having a competitive fight until Merged Zamasu's rage overtook him and slowed himself down in the process.

Well, yeah, nothing proves Vegetto being much stronger than him at the beginning of the fight. But, then, Zamasu's stamina & speed started to drop which brings Vegetto an bigger edge.

The anime did Vegetto dirty. Vegetto should've absolutely mopped the floor with Zamasu at SSJB.

Vegetto going toe to toe with Zamasu is fair, the problem is them trying to downplay Zamasu as fodder for the stronger ToP fighters.

It makes sense given a Genkidama Sword made from at most like 20 humans and a beaten up Goku and Vegeta could destroy Zamasu, yet one made from the Earth's strongest Fighters couldn't overpower Initial Jiren.

There is also Shin being Wary about Fusion being enough when the potara was revealed to be fair game, though him considering a #35 Fusion before Vegetto is kind of weird.

Plus the only enemies in the ToP stronger than MZ are Jiren, GoD Toppo and Kefla. The manga does him way dirtier.
