According to my Early DB theory, Normal Humans' PL is 0.005 and misread as 5. I had never considered giving a
PL to Frog Ginyu, but let's make him as strong as Roshi's turtle, for simplicity's sake...

-Base: 0.001
-SSJ: 0.05 (equal to BODB Goku)
-SSJ2: 0.15 (equal to 21st TB Goku)
-SSJ3: 0.6 (equal to King Chappa)
