Cell wins pretty easily. Trunks who isn't far off from Vegeta claims that Cell's ki was stupendous. Vegeta was explicitly concerned by Cell's power and does imply that Cell's ki was "absurdly large" which was grouped with Piccolo. Cell isn't winning this with anything more than mid-difficulty.

I agree that Cell would have a huge edge here. Vegeta would have a better chance if not for Cell's arsenal of abilities, as well.

Cell said he had to be careful after sensing Vegeta's ki. Sure you can argue that his caution was due to Piccolo not being far behind, but the context seems to be directly about Vegeta. Vegeta wouldn't go down easily.

Cell easily took down Trunks prior to traveling back in time, his Ki was lumped in with Kamiccolo's (while rivaling #18's) and he took small damage at best from Piccolo's city busting attack. His weak Kamehameha was still strong enough to damage Piccolo and forced him to dodge.

All in all there's no way in hell Vegeta can win this. Big Bang Attack's amplification isn't anywhere near Final Flash's, so even if he lands that one he'll likely not hurt Cell too much.

They'd only take a few seconds to catch up once they felt Cell's energy clash with Vegeta's.

Cell states that he needs to hurry after he senses Vegeta. I think it's clear that if Vegeta vastly exceeded his expectations, then there's the possibility of everyone growing much stronger which would concern Cell if he doesn't absorb the Androids soon. It's not a power statement.

At least, Trunks wasn't amazed by the fact that Vegeta could go SSJ. We don't know how much accurate can Cell data be since he doesn't even know that Piccolo could regenerate. Actually, Cell's focus, attention and concern relies on Vegeta, Piccolo doesn't come to his mind in his thoughts. At best, he considered to fight Vegeta something risky, but doesn't mean he can't win by blowing up the planet or stuff like that (but would be off character considering that the ones he want to absorb are on the planet).

It could be twice he kill Base Trunks as Trunks was in his base form when he made that statement. Also, in your case is even more subjective, because you go with Trunks being more powerful 3 years after, how do we know which Trunks was the one that Cell killed? Either way, you can't be completely wrong about this and I give you that.

Why would you assume Base Trunks? Cell isn't thinking, "Oh, I'll kill you now! Oops you transformed. Shucks, guess I have no chance."
