Strongest character Guldo could beat?

With intel he could kill DB Super Goku. He could've killed Trunks while he powered up.

Could he kill Xeno? Couldn't he win the ToP?

They should make a manga with Guldo as the main character, like the Yamcha one. He defeats everyone by stopping time and killing them or pushing them off the platform, starting with the 21st Budokai (he doesn't enter, he gets payments from the competitors or just decides for himself who to sabotage. He quickly runs in, draws a nose and puts fake snot on Krillin, puts marbles all over the floor, puts a jumping character on a bicycle so he falls over when time restarts, puts a drink in Tien's hand and drapes a big napkin over his other arm and puts Goku in a deckchair with a cigar so it looks like Tien is Goku's waiter. Lol, I can imagine Goku waking up like "aaaah!" with a cigar in his mouth, then "ah hot" and dancing around when it falls on him and then spitting the taste out. Tien is like "what the fuck I'm not your waiter!") and finishing with the Tournament of Power. Could be like an anti-story, but it could actually be exciting.
