1) 18 doesn't appear to be fodder compared to her brother who is leagues above Boo and Piccolo based off his fight with Goku.

2) Last time I checked the scenarist wasn't involved in the making of the episode and even if he did Goku's statement of this being the result of Roshi's training contradicts that notion.

Yeah I would say about equal to Base Goku. His brawl with Goku was pretty even until he used careful skill to outmaneuver Goku. TBH, I find Boo's power-up to be one of the less BS ones in Super.

Nothing suggests that, given #18's feats have been far more impressive than Boo beating Base Goku via ringout and there being no statements to point towards Boo > #18.

I call the reliability of this into question, given this scenarist didn't work on the episode.
