Could it be? It would just seem weird to me since the movie is focused around #13, #14, and #15; not Cell.

If it is talking about Cell, that's a relief. I just figured #13 because he's the main villain of the movie.

Do we get a shot of the computer in the manga?

Watching the scene again, it's very understandable that one would assume the text is speaking of #13. The shot pans over to the three pods for the older androids, and later we see the computer interacting with the androids. However, the narrator specifies a singular entity, even whilst showing three pods, so that doesn't make too much sense at that point in time. The scene could've simply been introducing the ominous new threat, while simultaneously referencing Cell's impending arrival. It may have been trying to do too much at once, which could have gone over the heads of some.

I don't think there's even a line later on in the movie about #13 being the ultimate android. #13 doesn't spill the beans after absorbing the other two's parts either. You'd think if Toei was pushing for this, they'd have included at least one line cementing it.

I think Super Android 13 > 16 is fine. He's an incredible tank. I give him the edge.

And who knows if 16 even exists in this timeline. Or how strong 17 and 18 are. They may be weaker than 14 and 15 in this Toie verse. After all they arent there.Which implies they were killed for being weak, or deactivated. The Daiz which puts 16 over 13 includes all Androids and Cell and says 16 is weaker then Cell. If that computer statement is talking about 13, then that means 13 > Cell as well.

In this timeline it created SA13. This is like saying Imperfect Cell is the ultimate Android. They are talking about its final form.

Sa13 is this universes Cell.

So I suppose neither 16 nor Cell exist in this timeline. And Maybe 17 and 18 are a lot weaker. Like around their future levels or so. Anyway LOL at Super 13 being the ultimate Android creation, instead of Perfect Cell.

Yep, it's quite possible that in this movie, they are as strong as the Future Androids and that the Saiyans along with Piccolo defeated them. I don't see why that's an issue.

And consider 13 absorbs two androids to become a super powerful android. He is basically what Cell is supposed to be.

I think Super Android 13 more or less mimics Semi Cell more than anything. Ki blasts feats are very funky.
