I personally believe that fans overrated him during the 2000s because of appearances. Both Super Android #13 and Semi Perfect Cell were bigger than Imperfect Cell so fans started comparing the former two in power. LOL.

I think he’s the movie counterpart to Imperfect Cell/Android 16. The movie states Super 13 is Gero’s strongest creation, while the Daizenshuu says it’s 16 (After Cell ofc), so I give them equal status.
