@Kyo used to do a thing, where he switched their speeds and power. Piccolo's power-level would be at #17's speed-level or something. I think #18 statement can be just taken as fighting competitively, like even Freeza you could say fought almost on-par with Goku.ryan1227 said:Shit![]()
As for 17/Piccolo, 18 did say that Piccolo and 17 were on par.

No.18: “He really is tough. He’s on par with No.17.”
And while he said his punch wasn't very good, he complemented his speed in the same statement.

Piccolo: “Your speed is pretty good...But your punch lacks weight.”
No.17: "What? Say, who do you think you’re talking to? I’m Android No.17, the strongest in history…”
I think it is best to simply leave them as equals.
But 17 also admits that they are on par power wise:

Context: after fighting merged Piccolo for a long time
No.17: “Heh. Even if our power is on par, it looks like a gap is starting to open up between our stamina…My energy is infinite, and never falls…”
