I always have them as dead equals, so I'll give this to Cell in R1 as he basically is Goku + more, without Shunkan Ido, though. Cell destroys him in round 2.

I have Super Saiyan Grade 3 at 5x Super Saiyan, and I have the Super Saiyan 2 boost equal to the Grade 3 boost usually. I did have it a 4x before though.

I think the gap between Super Vegeta and Warm up Cell is massive, as Cell was going to take on a fully powered blast from him. Plus I just kind of like slightly bloated numbers.

Blast tanking seems to work differently than punch tanking - see Goku vs Piccolo in the 23rd, and he didn't even tank it. The blast literally vaporized part of his body.

Cell could've been expecting something a lot less powerful than the Final Flash. But in any case, I probably should lower my numbers, as it leads to problems such as the base kids being massively stronger than 18, which doesn't work.

Can't he sense? I realize the blast took him by surprise, but perhaps that was the shape/surface area of the blast rather than the power? I don't see why it would surprise him after it was fired off.

Also I don't personally have a problem with kids >> 18, but I can see how some would.

Goku SSJ2 defeats Perfect Cell, as I feel the gap between Gohan SSJ2 and Perfect Cell was noticeable above the one between Gohan FPSSJ and Goku FPSSJ. I don't think Gohan would be that dominant over his dad.

He loses to SPC though, as the latter should rival Gohan SSJ2 Gohan and Goku most likely don't, considering the Cell who defeated Goku couldn't even touch Gohan. My numbas:
