Kid Buu is stronger than SSJ3 Goku.X2 and X4 for SSJ2/SSJ3 has been the holy grail for DBZ for as long as I can remember, hopefully that didn't change in DBS' narrative.
I felt that X2 is a bit too low for SSJ2 but X4 works fine for SSJ3. It's enough to overcome the gap between SSJ3 Goku > Kid Buu > Fat Buu > Evil Buu > Good Buu > SSJ2 Goku/Majin Vegeta

Piccolo's power was at best in the hundreds of thousands. These guys have long since surpassed the millions if not billions in base. Not the same. Vegeta wouldn't resurrect with all of his ki because he received a beatdown from Kid Buu not so much before... But if we're talking about the anime, Gohan himself was trying to convince people to lend energy to the Genkidama, he recognizes that Kid Buu and the Genkidama have incredible powers, and when Vegeta wanted people to donate even more ki, it was explicitely said that they would die if they give even more energy.
