Do you think Super Saiyan Gotenks is 10x stronger than Goku?
This is true, if anything the multiplier for Super Saiyan fusion would be tremendously above Base fusion. So with this exponential theory, we have a bit of an issue here.
I don't know. You'd think it would be a set boost, but things keep changing every time. Goku just knows that it wildly improves you I guess.

Goku is just making a speculation about something, he also calls that as a gamble, doesn't seem so sure of what he is saying. Piccolo never says "you are strong enough to get the job done" and was actually being cautious preventing them to not being cocky before fusing, if you're referring to "your ki is absolutely incredible" statement it doesn't compare his power with anyone else. Buuhan considered base Vegeta's ki as a great power, what does that tell me?
His speculations are accurate. He left the fate of the entire universe in the kids hand's because of how confident he was in their power. There is no backtracking on that.
The gamble is that Buu might kill everyone on Earth before the boys are ready. Gotenks' power is never the gamble.

Piccolo is told Gotenks will be stronger than Goku. Then says his ki is incredible. How much more do you need?

So what? Gotenks' power is impressive, I'm fine with that. What else does that tell me and with whom is he being compared to is the question without answer here.
A concrete statement, something like "you really are stronger than Goku", "you were as good as Goku promised us", "you are strong enough to get the job done, but I want to see your movement" would've been fair enough. Incredible can be interpreted one way or another and Piccolo doesn't compare his power with anyone, I don't see how his power can't be incredible if it's stronger than base Vegeta for example.

Base Vegeta's power is great in Buuhan eyes', he's absolutely no match for him no matter what he can do on his own.
A power being great has nothing to do with a power that's impressive compared to Goku and Majin Buu.
It has to do because even at this point in history is considered great. You are inserting your own opinion when it comes to say that is impressive compared to Goku or Majin Buu, when none of that is plausible in the story.
