But seriously, what do we make of this? 1st Form Freeza was treated as a god at the beginning of the arc, and Tagoma was stated to rival Dodoria/Zarbon. Why would the measuring stick be the Ginyu Force is Tagoma is above Gohan? Did Toei actually think the Z Senshi had battle powers of <100,000?

It's just a dbs-ism, where they have a really bizarre trend where they still treat Namek as a relevant bar of power. It's even present in BoG where SSJ Goku is compared to Freeza, Namek Freeza is considered hot shit by Beerus and Whis. Freeza brings up SSJ Goku from Namek in ToP. Ad nasuem. You could legitimately make the case that DBS slathered pathetic retcon after pathetic retcon that reduces and diminishes the increases in power from Namek to Buu, to a dismal amount.
