Like 2kewl4u said, prime Taopaipai being at 22nd Budôkai Kame-Sen'nin looks about right, since when Goku showed his full match level Tsuru-Sen'nin considered the possibility of Tao being defeated plausible enough and full match level Goku was probably a little bit stronger than 22nd Kame-Sen'nin.

The "even younger" line heavily implies young Roshi > 22nd Roshi, with Mutaito being even stronger than that. But considering we think there's a pretty considerably difference between 22nd Goku and 22nd Roshi, they could still be weaker than Goku, no?
"Even Younger" can also mean he is higher than Goku.
