I found an interesting quote from Tenshinhan:

Tenshinhan: "how much use will we be against an opponent who may have even taken Son Goku down...?"

Does this imply Son Goku's defeat was more of a big deal than Mutaito's? Sure, Tenshinhan didn't know Lord Mutaito's strength, but he heard Roshi's speech about him.

Greater than Young Roshi as they said, but I also don't see how this is all too relevant to Goku's power since Mutaito clearly fought Piccolo Daimao and they assumed Goku got killed by the minion who killed Kuririn (Tambourine).

But Goku used all of his energy in the tornament. Roshi said Tambourine is good enough to kill Kuririn, so Goku has no chances in his conditions.
