How? I don't see it.

The context. Whilst Master-Mutaito has a stronger case in this case, the same principal applies for Master-Roshi since "even" was used for him too.

It can be seen as such, but being younger & higher is a given. Why does he feel the need to mention him being younger like that? He seems to have out quite an emphasis on it, even-though it doesn't matter anyway since it's not in the original.

I'd say Master-Mutaito at the very least has a solid case for being higher.

Although I take Toriyama's current bullshit with a grain of salt, he does say Taopaipai was always a step ahead of his brother or something. Could indeed be that Tao was above Tsuru-sennin in his prime and slacked after he became an assassin or something (and forgot how to fly )
