Tenshinhan was able to return fire against the Cell Juniors. He was even standing up, while Krillin was on the ground. At the very least this proves Ten > Krillin, but it may even tell us that he's not far off from Piccolo at all. It makes sense given his feat in the Boo arc vs Gotenks Boo.
