That already happened in Episode 1. It was so important they showed it before even introducing Zeno

Tenshinhan was able to return fire against the Cell Juniors. He was even standing up, while Krillin was on the ground. At the very least this proves Ten > Krillin, but it may even tell us that he's not far off from Piccolo at all. It makes sense given his feat in the Boo arc vs Gotenks Boo.

I think Tien standing proves more than Cell Jrs didn't go all out, therefore not even Piccolo has to be that strong

How does a background and almost uncatchable shot of Tien TRYING to stand proves Piccolo isn't "that strong?"
Also, no, Cell didn't "clearly" say only Vegeta and Trunks could fight them. He only said "Look, Vegeta or Trunks are barely fighting evenly." It doesn't mean they are the only ones fighting evenly, the use of the "or" proves this. Herms's note also supports this belief.
