Now I'm operating under the theory that Perfect Cell's full power boost was around that of SSJG2 due to the similarity in the auras, and I have tha Grade 2 boost at around 1.5x. Considering Cell was already a couple of steps ahead of Goku even before powering up, then Goku would be around 60% of full power Cell in my book.

That's pretty much the same i have. I think there is some similiarity between Cell's power ups and the SSJ's power ups, but i don't follow the same multiplier.
