1. The One Piece contains all the technology necessary to recreate the Ancient Kingdom's material things.

2. The Will of D is based on the beliefs and values of the Ancient King of the Ancient Kingdom. This is the immaterial thing that can't be passed on by using the One Piece.

By using these two things, it is possible to not only recreate the Ancient Kingdom, but also to provide it with a new king.

The One Piece was designed this way to allow the Ancient Kingdom to be recreated repeatedly. In other words, it can be destroyed, and recreated infinitely, and this is how it can be regarded as an eternal kingdom.

The One Piece, in this respect, does the opposite of what the Ancient Weapons do. The Ancient Weapons create extinction events, but the One Piece allows people to survive extinction events.

So how would the Will of D activate the One Piece? The One Piece reads their soul and becomes activated?

I am not certain the Will of D activates it at all. It may just represent candidacy for being the new king and the framework for developing a cultural philosophy in the Ancient Kingdom.

The likeliest people are Luffy or Blackbeard.
- Luffy would make a good kingdom, but he would likely resist taking the role of king.
- Blackbeard would make an evil kingdom, and he would likely embrace taking the role of king.

However, I hope nobody becomes the new king of a new ancient kingdom. The "great ideals" of the Ancient Kingdom are dangerous.

Why are they dangerous?

If the Will of D leads to a particular ruling philosophy, shouldn't all those with the Will of D already have some views in common which would shape the direction of their political philosophy and economy? What are those views? Something Vivi, Law, Blackbeard, Luffy, Garp, Roger, Ace and Dragon all have in common.

I will try to keep my responses short, so they may not always be satisfying.

My short answer is they do have a basic cultural philosophy they all share, but it includes valuing freedom. That freedom turns into anarchic exceptionalism with the only rule being the right of conquest. In general, however, their views are as diverse as pirate views are.
