I think it is just supposed to be a throwaway statement about them using God Ki. Even the weakest of the Hakaishin should be able to mop the floor with SSJBE Vegeta no problem, let alone these two.

I'd be curious to know the direct translation of what was said there as opposed to Viz's version. Realistically it doesn't make sense for Goku/Toppo to be at that level when Goku himself has no confidence of lasting against a GoD.

I'd almost be willing to bet that the quote was meant to be referring to God ki being used as opposed to the ki being at their level.

A candidate (such as Toppo) is obviously in a lower class than a full fledged Hakashin.

[mention]Kenshi[/mention] of course, but can’t the SSJBE boost close this gap? Even as a regular SSJB (which is arguably weaker than PSSJB), he still shook Beerus’ hand and impressed him.

By the way, do you think this first punch had power comparable to PSSJB via the burst logic? Or do you think PSSJB’s power is on a realm of it’s own?

I think the first punch only had comparable power to the bursts he was using against Black. PSSJB is on Merged Zamasu's level.

I think Dyspo is actually Beerus/Champa's father who abandoned them and didn't pay child support. He had to suppress himself in the ToP so that his cover wouldn't be blown.

The line means what it means, the fight had reached the level of the Gods. I think it's similar to SSG Goku during BOG being described as reaching that realm, not necessarily meaning that they were literally on par with the power of a Hakaishin.
