Indeed. That still doesn't change the fact Tullece was shitting in his pants when he read Goku's power level at 30k. How much stronger did Goku get? You would think if he got passed the 40k, it will be stated. Tullece's best feat was also beating Piccolo who was 18k with his weights. He doesn't need to be above 40k to do it. The movie was released after Krillin got his power up from Saichoro, and in general the movie villains should be comparable to the characters at that time, so Tullece being 40k and above in his initial self is unlikely. Him being 30k fits perfectly with the time of the movie's release.

Ultimately I think these numbers were just references to the carddass battle powers. Regardless, it's still arbitrary to put a limit on movie characters' powers based on the anime progression at the time.

You can see Vegeta sweating at Goku's >8,000 power level. I think saying it's not similar to Tullece's reaction is splitting hairs.

Tullece being 57k at full power would not be the first time DB characters were unnecessarily strong to make sense of the plot.

That being said I don't take the carddass numbers as gospel, it's more that they're potentially like guidelines or safety rails.

Yeah and I recently bought the issue of Shonen Jump that states Goku used Kaio-Ken x100 against Slug in the finale.

They were all fighting Freeza at that point in the anime except Goku who was in the healing chamber so they likely state the obvious that's gonna happen. Also, Goku was about to launch the Genkidama at Freeza at that time in the manga. It can be talking out of universe wise.

I think the movies take into consideration the manga's progression as well given at the time many fans would be keeping up with the manga and already be familiar with things ahead of the anime.

Tree of Might Gohan's power tripling as Oozaru appears to be a reference to Carddass where the Oozaru card triples battle power.

Oozaru is probably 3x boost in Movie 3 for some reason. Tullece almost kills Oozaru Gohan but gets his butt kicked by Goku.
