Toei Z Movies - Villain with the most wasted potential?

Which villain did you think had the most potential to be something great in comparison to what they turned out to be?

For me it would have to be Super Janemba. I really liked his design and abilities, but there's no reason for any of it. Why can he warp reality? Why is he vulnerable to insults? Why was he fat and able to morph? Why?

Broly imo. They hyped up this Legenary Super Saiyan who was supposed to be the destroyer of cosmos, but he turned out to be a spoiled roiled out bitch who knew only 1 word. Talk about disappointing. They could have done so much with a Legendary SSJ.

Hirudegarn could've been a lot kewler with more screen time.

 

[Captain Cadaver]

Same as SS2. Aside from perhaps Hildegarn, Broly was the only movie villain not based on a pre-existing one from canon and had the best chance of standing on his own without being compared to another villain. If he'd just had a vendetta against Vegeta due to his father's actions, that would've sufficed (even if "the sins of the father" isn't exactly a strong justification), yet his hatred for Galu had to make him a literal manchild.

They made Broly even worse by reusing him for 2 more movies.

The only villains with potential (not just fighting porn) were
1. Garlic junior
2. Dr. Wheelo
3. Hilamdeyawn
4. Hijack

Wheelo fulfilled his potential, Hijack and Hilamedeyawn simply had little potential. Garlic Jr. Was immortal and killed himself, that was a waste.

Broly in all his incarnations and Hildegarn. Super 13 too due to the idiocy of base Goku surviving waaay longer than any SSJ.

-Garlic Jr: Great backstory for Kami and Lookout in general. Too bad it was badly written and full of plot/PL inconsistencies.
-Wheelo: Bad imitation of Dr Gero story.
-Turles: Badly written generic Saiyan villain.
-Lord Slug: Badly written generic Namek villain.
-Coola: More family members from Freeza's family. As if a father (Cold) coming out of nowhere in canon wasn't bad enough.
-Super 13: Flat story, obvious attempt to further milk SSJs/Androids. What I like about it is the theory that he can perfectly fit in canon if we assume this story happened in Unseen Timeline (only Trunks comes from the future). It feels like we at last see something from that timeline that was left totally in the dark in canon.
-Broly: Awesome villain, great story with only a few minor PL inconsistencies (which can be explained with some effort). Perhaps they should have waited to do it after Cell Games so that it would be integrated into canon in a more plausible way.
-Bojack: Great groups of villains with unique transformation and abilities. Ending it in the same way as Cell Games, though, was a little anti climatic.
-Janemba: Bad imitation of Buu.
-Hirudegarn: Nothing is special about this villain. PL inconsistencies suck ass. That story would be better for a Zelda game.

 

[Boo Brand Milk]

Fuckin awesome, one shotted all the Z fighters, wants to take over universe over being banned from a message board, great love interest in the movie, :bitch finger flicks him and destroys the multiverse.

 

[Let's Go Fearless!]

Janemba for sure. There's a game where Janemba is the final villain and every villains fought with the Z fighters and it was a great story-line.
