Stands for True Golden Frieza. Same form, but he obtained mastery over it.

He got way stronger, which was made evident not too long after he was released from Hell in his pre-ToP fight with Goku. Inside of his cocoon, he consistently practiced through image training.

Don't you think that Hakaishin Toppo should be stronger than Kefla?

Probably not, Kefla is Ultra Instinct Omen tier and UI was the only thing that could compete with Jiren prior to him using his full power.

Toppo also said that Goku was at the depths of his power against Kefla so Jiren's power ups had to be quite small prior to MUI Goku.
