It does since nothing states nor implies that Black got stronger over 10x during their fight. I might change my mind after watching next week's episode.

The assumption that Goku didn't got much stronger after the tournament arc has no reason to be anymore legitimate than the assumption for the opposite. There was no statement for it either after all.

I don't think so. The Producer initially answered by stating that ignoring Beerus, Goku Black was stronger than the rest of "these". As strong as Black was, I highly doubt his chances against Vegetto. Even Merged Zamasu couldn't beat him.
