So a lot of weak people > a few strong people. The mechanics of how the Genki Dama works are a bit more complex than just adding everyone’s power levels together.

Tbf going by episode 109 alone the ToP could very well be stronger based on hype, but the Genki Dama being compared to a Kefla who was getting pounded by a tired SSJB Goku made it feel underwhelming in hindsight.
