Toriyama changing his mind during the Boo Saga

Toriyama planned to have Gohan as the one who saves the universe again, but he changed his mind because he thought Gohan wasn't suited to the role. This is how I think it went down with Toriyama's change of mind:

"I think Goku should be the main hero and not Gohan, Let's make Goku fighting the in the final fight. But, wait, Gotenks and Evil Boo are a lot more powerful than Goku so how can I do it? No choice, got to make a new final form of Boo who would be at Goku's level. But how to do it? Oh, I know, I will just have this Boo the original one and since he absorbed Dai Kaioshin, he got somewhat weaker and calmer. That would also make him stronger than Fat Boo and as strong as Goku.

But wait, how do I resolve the power gap between Gotenks/Evil Boo and Goku? I know, I will have the original Boo also absorb a brute strong Kaioshin who made him much stronger. This way, Evil Boo would have most of the power of the original Boo with the strong Kaioshin absorbed, while the fat one who was the result of absorbing the chubby Kaioshin would have most of the power of the original Pure Boo. Perfect.

This is how it will work perfectly. But, eh.. Why would this strong Kaioshin make the original pure Boo multiple times stronger if he isn't that strong compared to Goku and the others? Hmm.. Well so be it. I'm in a rush"

At first, there was Kid Buu...

South Kai was his equal. Kid Buu absorbed him and added his power to his own.

When he absorbed Dai Kai, because of Dai Kai's meek nature, Buu was weakened by an amount equal to Dai Kai's power...

I think he intended having Super Boo way beyond Goku, he knew the implications and had Goku laying it down clearly. I think he came up with a creative way to make a Boo suited for Goku to fight as Vegeta with a back up, yeah I agree with you... May have been a last thought on how to make a tamed Boo but stronger than fat Boo, but it fit well enough... With South Kaioshin strengthening Boo and Dai Kaio taming him... I still have my doubts on how he envisioned kid Boo in terms of power, some times, tho. He at least had Old Kaioshin referring to him as the most troublesome Boo, and it was emphasized right after how he had little ractionality trying to explode the Earth, so I think he played well with the word troublesome tying in with Boo's personality. I think it's very likely he thought South increased Boo in relation to kid and Dai decreased Boo in relation to kid, making fat... And kid was a midterm perfect for Goku to have the toughest time, be even with and need others support due to stamina.

It was very well crafted imo because we saw Boo hugely powering up when the evil side was in command as grey swallowing Fat... But we didn't know how exactly, why was Boo tamed and with his powers held back. So later on the exposition of the Kaioshins absorptions and South Kaioshin giving Boo some rationality and a huge power up, being the part Super Boo was mostly accessing when evil was unhinged, with Dai Kaioshin weakening Boo too much due to his gentle nature and locking all the power up from South and even holding back some power from kid Boo... It was all laid out perfectly well later on with the Kaioshins absorptions tjings to me. To me, in this instance and the way Toriyama worked with Boo, he excelled in creativity.

As for the increases the Kaioshins would give Boo in terms of numbers, I think this wasn't something Toriyama didn't even pay attention at all. Doubt he thought "ohh Super Boo may be x amount stronger than Goku, would adding South be enough?"... That's the least of his concerns and likely something he didn't even think about at all.

Agreed. He write himself into a corner and awkwardly tried to pretend he didn’t. Kid Boo being “troublesome” is to explain how he’s dangerous despite being weaker than Super Boo, and he even dismisses Gohan and Gotenks by having Vegeta prefer the Genki-Dama.
