Whis contradicts Beerus and the narrator further into the story, and he does so by speaking in metaphorical terms that essentially says that Goku is not anywhere close to the realm of Gods.

I'll stick with that, because everything implies so. Going against it contradicts the end of the Manga's serialization and the most recent events in Super.

The narrator is basically Toriyama making a statement to the reader, so I think his word should be over Whis.

If we're talking about Dragonball Super, then no, it's not Akira Toriyama. An In-Universe character holds more precedence anyways. The narrator is considered participant if he/she is a character within the story, and non-participant if he/she is an implied character or an omniscient or semi-omniscient being or voice that merely relates the story to the audience without being involved in the actual events.

These are basic story-telling principals, so please, enough with this.
