He doesn't necessarily have to be completely even with Cell for the fight to go either direction. I'm happy where I have him and don't feel compelled to change it.

Either way, he knocks Cell around a good bit towards the end, so everything indicates they're equal like he says they are.

A difference of 10% in battle power should not be considered large enough for the fight to be completely one-sided. Various other factors such as stamina, technique and control of the three components of Ki are all large factors to consider.

Just because fighter A has a larger dick than fighter B, doesn't necessarily mean that B is lacking in technique.

Stamina/components of ki were never a factor in the Cell/16 battle. It was like 10 panels long, hardly a stamina-draining fight. Even 16's blast hardly weakened Cell.

But point taken. Cell is more skilled, honestly. #16 has infinite stamina and power.

It seemed to be like Android 16 was catching Cell off guard a bunch of times while being completely unable to do any lasting damage.

No.16: “According to my calculations, my power is about equal to Cell’s.”

Android 16 can be somewhat weaker than Cell but still capable of giving him one hell of a fight.

Indeed, but that is tough to argue when Cell seems to have the upper hand in skill. 16 was fighting like a brute, which implied to me that he had a slight advantage if anything. Cell closed the slight gap with his combat skill imo.

Semi Perfect Cell was able to tank a punch from Android 16, he barely flinched. The difference between these two fighters is rather large.

Didn't I just say this? Semi Cell wasn't at full power so the gap between them should be larger.

The narrator in the 23rd states that Tenshinhan is about equal with Goku, even though this is obviously not true. "about equal" can also mean absolute equals.

Context: as Gohan prepares to fight Kibito
Gohan: “Man, this is a predicament. Bulma told me that if people found out my true power, there'd be a big commotion and it'd become hard for me to go to school anywhere. That's why I disguised myself, but...He doesn’t seem like an opponent that I can beat while suitably covering up [my true power].”
Note: That last sentence is one of those that’s kinda hard to translate literally. “Covering up” (gomakasu) is in the sense of faking it or deceiving someone, not simply in the sense of wearing a disguise, and in context he's almost certainly talking about covering up his true power (since that's what he mentions disguising himself in order to prevent people from finding out about). So essentially, Gohan doesn’t think he can win while still covering up his actual power.

What is the only thing that Gohan was covering up while wearing the Saiyaman suit? Super Saiyan.

Gohan is saying he can't beat Kibito if he's holding-back. If Gohan powered-up and fought Kibito in Base, he's still exposing himself.
