His true power would be the power he displayed at the Cell Games, a few scans later, he shows the ability to willingly transform into a Super Saiyan 2. But later, shortly before Majin Boo's arrival, he makes a distinction between what he's capable of now (Super Saiyan 2) and what his true power actually is, which is essentially the power he defeated Cell with.

not simply in the sense of wearing a disguise, and in context he's almost certainly talking about covering up his true power (since that's what he mentions disguising himself in order to prevent people from finding out about).
These sentences tell me that his Super Saiyan transformation is what he is referencing. Characters have been shown to be able to fight at full power in their Base forms without having to power-up, but by becoming a Super Saiyan, he would have a flashy aura and blond flashy hair.

And since we know he doesn't need Super Saiyan 2 to defeat Kibito, he doesn't need to be referring to that.

The Daizenshuu says Kibito is strong enough to give Base Gohan a fight, but it never says he's stronger.

Gohan was in doubt because of Kibito's looks and is very mysterious, no Ki Sensing involved . Gohan has no plan in using his full strength and SSJ until Piccolo gave him a go signal.

So in other words, he had no way of telling if Kibito was actually a tough opponent or not. He was simply guessing.

That takes up back to square #1.

Everything seems to tell us that Gohan can't win easily without becoming a Super Saiyan, otherwise Kibito will give him a hard a difficult time.

Kibito - 54,000,000

I suppose...

iirc feats wise base Gohan murks Kibito in terms of strength, wasn't Gohan carrying around the Z-Sword in base?

Muscle strength is a completely different thing than Ki strength. As Akira Toriyama once said, muscles can only make one so powerful until they are forced to resort to Ki. Carrying a Z-Sword around doesn't make someone stronger than anybody else.

Gohan didn't want to cover up just the Super Saiyan but the fact he had superhuman power in general.
Kibito had superhuman power, so Gohan could not pretend to be a normal human and still win.

Good point. Goku needed to become Super Saiyan to train with 40 tons as well.

Incorrect.

He recognized that muscle strength and Ki strength in his Base form wouldn't be sufficient in lifting the Z-Sword, so he needed that extra boost. It's not the same as saying that muscle strength and Ki strength correlate.
Q. What's the trick to winning battles [in the DB world]?

A. Toriyama says it all comes down to 'ki', the size of it and the ability to control it. He says it includes several forms: genki, yuuki & shouki (energy, bravery & true character). You can only train your muscles to a certain point, it's 'ki' that carries you beyond that and what helped Goku come closer to being the strongest warrior in the universe.

With all the evidence on hand, it should be obvious that Kibito is strong enough to give Gohan some serious trouble, forcing him to either go all out or turn Super Saiyan. IMO, he isn't anywhere near strong enough to handle Kibito easily.
