Tournament of Power Reconstructed

Let's say you were to change some things in the Tournament of Power, which also means that you are also changing the Power Scaling aspect of it for each of the Characters. Using him as the basis since he's the main character, how strong would you make each fighter compared to Goku (except Jiren since he's made to be on a different level) and why? I'll list each of Goku's forms for tiers, place a character (if you even remember their names lol) in whatever tier you see fit including all the transformations/forms they've shown. This includes Universe 7, and feel free to give Majin Buu and/or Future Trunks a place.​
