Tullece’s 19k power level

Do you think Tullece’s official power level of 19k can fit? His scuffle with 30k Goku was rather quick to be anything conclusive, and his blasting off Piccolo could be a comparable situation to Cell damaging Gohan’s arm.

Tullece tanked a Makankosappo from Piccolo without his weights who would be significantly above 18k, so it can't work. He also wasn't completely blitzed by a Goku significantly above 30k, despite the kind of gap here if taking the pamphlet's rating of him as fact being far greater than such one-sided situations as Vegeta VS Cui. There's really no way to take his level seriously, especially when the movie's all over the place with his pre-Shinseijuu level with implications of it being anywhere from just shy of 30k to over 100k.

Man, Tullece’s power is all over the place. He one shots Piccolo and treats Oozaru Gohan like garvage, but 30k Goku? He’s shitting bricks all over their fight when he sees Goku.

It's not as though Galu skyrocketing above 30k could've been to the extent of 100k+ without an extreme sudden Toei hax, considering his Kaioken x2 self was being smacked around by Oozaru Gohan. Only way to make sense of the whole thing is to assume Tullece has such high level amplified attacks that he can deal with slow 100k threats and call it a day.

The alternative is accepting Pre-Shinseijuu Tullece is above 100k, since he mocks Oozaru Gohan for thinking he's a match for him. Vegeta showcased the ability to amplify his Ki and Ginyu showed the ability to fully control his Ki, so even though it was a rarity it was far from an impossibility within Freeza's past and present forces.

Maybe the 10x multiplier for Oozaru wasn't a thing to Gohan? Lol idk.

It was still enough that he swatted away a Kaioken Goku, who would be at bare minimum above 60k.

Even without the Kill Driver, Turles was having no issue avoiding Oozaru Gohan's attacks, while Kaio-ken Goku was barely able to function.

To be fair, Oozaru isn't noted to increase speed at all and Goku was just rushing in whilst not making much of an effort to evade iirc.

Controlling your ki is not the same as amplifying it 4x. Even Goku did not have such an amp at that point. Gathered with the fact Toei neglects the akp in most of the fillers and such. I take the whole situation as just a plot hole. Tullece is clearly in the 30k mark.

Goku and Tullece went through different situations. Even though he was one of Freeza's subordinates, Tullece is someone that has apparently ate from the Shinseijuu "countless times" which is a tree meant to be eaten by the Gods (including the Kaioshin if including retcons added to the lore within Xenoverse 2) so it wouldn't be improbable to say he's an exception to the rule.

Most, but not all. Things such as the Ryu-ken and 10x Kamehameha are consistently treat as far stronger than what the user can normally muster, as was the Makankosappo within Super's anime.

I take the whole situation as just a plot hole.

A plot hole is something that completely breaks the rules of the universe and its continuity. Chalking up Tullece > Oozaru Gohan to his Kill Driver having a huge amp when it doesn't directly contradict anything is far from a plot hole, and at most a mild contrivance.
