It's possible, since the Shinseijuu fruit would just restore his stamina and give him no reason for conserving Ki. Considering Tullece was still above Oozaru Gohan at least through an amplified attack, however, I doubt Toei took this into account. We could just assume Tullece developed an improved version of the technique.

I think Toei neglected the fact the power ball decreases the user's energy just like how they ignored the 10x multiplier for Oozaru as Tullece before eating the fruit is not anywhere near 100k.

But regarding the thread it made no sense that Tullece could create a ball anyway, since Vegeta in the Saiyan-Saga said only a select-few Saiyans were able to make one. Tullece was lower-class so how would he? Unless he figured-out how to do it after seeing others do it.
