Toriyama most likely forgot Piccolo even went into the ROSAT. If you believe in Piccolo ~ #18 in the Boo Saga, the chain works far easier.

Goku just stated he's on a whole new level. He was able to outperform a tired MSSJ Goku, but that could really be anything.

The Buu Saga and RoF Saga show us Piccolo ain't really much. It's a shame, we thought he was Super Saiyan level, but he appears to only be below Base Saiyan level.
