Piccolo has been implied to be stronger from Krillen. Piccolo doesn't say anything that suggests he thinks they are superior to himself.

Goku was clearly losing and uncapable to stop Oob whenever he became mad.

Characters don't have to power up visibly. This is speculation.

Nothing suggests the boys are more powerful than Piccolo. The artwork might prove it? Sure, but in the face of feats with Android 18 and a statement from Krillen, nope.

In this scenario, we have artwork and a statement that suggest something more is going on.

If "clearly losing" means he only got his clothes ripped from a kiai, maybe. Outside of that, how many hits did he land on Goku to establish his superiority?

Gohan couldn't stop Oob once Oob released his aura, it overwhelmed him.

Characters don't need to power-up or transform to increase their battle power. Think Perfect Cell vs Vegeta SSjG2.

We have Goku saying he felt that he could only fight a Pure Boo level opponent with 100% of his stamina.

Nothing more.

-Powered-up Cell says otherwise, Full-Power Cell says otherwise. That silent power-up was nothing significant compared to those two examples.
-The same Goku says he wanted to see Oob cut loose when the fight is over.

Goku ended the fight because he had to train Oob to properly control his power so the two could fight again.

Kid Boo isn't shown to power-up. Perfect Cell isn't shown to power-up. Radditz isn't shown to power-up. Vegeta in the Saiyan Saga isn't shown to power-up. Innocent Boo who couldn't one-shot Majin Vegeta isn't shown to power-up, but could do toe to toe with Goku SSj3. Kid Gohan SSj2 isn't shown to power-up, but full powered Cell thought he could take. The list goes on and on. One does not have to be shown to power-up in order to increase their strength.

Goku still views Oob as enough of a challenge that he needs to be at full power and his best to take him on, before the tournament and after training him to control his power properly.

-That doesn't change the fact that he ended it on his own terms. Oob's kiai never put Goku in any danger outside of destroying his clothes a bit.

-Outside of Fat Boo, Boo's generally don't power-up.

-Not initially, but Vegeta powered-up against Goku. Nappa did the same. Raditz didn't. One example.

-Cell powered-up in the examples I posted, as well as when he used the Power Weighted form. Imperfect Cell and Semi-Cell also do huge power-up's.

-Fat Boo powered-up when Majin Boo insulted him, then went on to power-up as he did the Angry Explosion.

-Super Saiyan 2 Kid Gohan was transformed already. What did Full-Power Super Saiyan Gohan do before fighting Cell? He powered-up.

So the list goes on and on where guys are clearly shown to power-up to demonstrate their power.

That doesn't mean Oob needs to be on his level. Super's events actually shows us that Oob clearly wasn't.

Well, I waited for you to reply properly, so I saved the argument I typed up originally.

You're trying to argue that Piccolo's reaction on its own is enough to soldify that he is weaker than the boys. But we are given other details that imply the opposite. In the face of conflicting implications means that reactions on their own aren't always indicative on a fighters superiority over another. But with Gohan during EOZ, he is stuttering and appears to be visibly impressed with Oob, implying there is more going on than him just being surprised at what he is witnessing.

Artwork on its own = Leaves more to be desired and causes conflicting ideas in the face of additional evidence.

Artwork in addition to statements = A stronger consensus for any specific theory.

I liked your post because this is hilarious.

-Yes, he did. His power increases whenever he releases steam. That's a power-up.

-Cell made significant leaps when he powered-up later. In fact, he's powered-up all throughout his various forms. Your one example doesn't invalidate countless others.

-He powered-up when he did the attack. Check the aura around him when he's preparing to do it. Boo never one-shot Kaioshin, either. Is there a point I'm not seeing?

-Gohan was already powered-up.

-Ginyu doesn't power-up? Freeza does. Piccolo Daimao does.

There's more than enough examples of them doing visible power-up's.

-It's not stated that his Ki increased, but it is during every other scenario where characters do get stronger. There are dozens of scenarios where they flash their auras but they aren't noted as special power-ups.

-Again, Gohan was already transformed and powered-up. Gohan Boo laughed at the sight of Super Vegito and apparently didn't sense that he was fodder in comparison. This is pretty similar to Cell when you think about it.

-Fat Boo isn't shown or implied to have powered up afterwards. That is what I was saying the entire time. His final power-up is what he displayed when he was angry at Vegeta. Yet he is unable to one-shot Vegeta, but he can go toe to toe with Goku SSJ3. Characters don't have to be noted or shown to have powered up if evidence implies so.
-There is no way Boo, whom couldn't one-shot Vegeta, could go up against Goku and managed to block a Kamehameha wave, unless he increased in battle power somewhere.
-Super Boo was unable to sense that he was fodder to Ultimate Gohan, Boo is a horrible example. It doesn't discredit that Cell felt he was inferior before powering up and superior after powering up, Cell is a reliable Ki sensor. All this infers is suppression at higher SSj forms.

The only thing Goku notes is his ability to learn quickly. The same Goku turns Super Saiyan 2 before deciding to go all the way to Super Saiyan 3. That alone shows that Fat Boo is comfortably above Super Saiyan 2.

So you've just admitted that Fat Boo never changed his power because it was stated nowhere, then say it had to have increased because he fought Super Saiyan 3 Goku. So why couldn't his overall power increase when he did the Angry Explosion? That's the last time he ever exploded before fighting Goku, so his power could've very easily stayed at that level. Goku played around with Fat Boo, btw. This is stated.

-That's not a strike against Boo. For one, Piccolo thinks Gohan is crazy for fighting alone--with the kids sharing the same concern. That's at least three Chi-sensors believing Gohan will need help in the battle. Therefore, Super Boo thinking he has a chance against Gohan isn't an issue. Boo is a fine example. The same Cell thought his full-power would turn things around when fighting Super Vegeta. He was shown to be wrong.

-The same Cell thought Vegeta was funny for trying to fight him....even though #16 seems to think Vegeta can fight Cell at his current level and Trunks is shocked Vegeta is going to transform into Super Vegeta just to fight Cell. Cell is as wrong as the next guy. No idea why you think his sensing is infallible when the opposite has been shown plenty of times.

t0sh, I think you are contradicting yourself. You said it's only a power up when it's stated by someone and yet you said Fat Boo did a power up against SSJ3 Goku, despite it not being noted by anyone.
