If Goku surpasses Gohan it's not from increasing a multiplier it's from increasing his base.

They aren't, when Goku viewed SSJ3 Gotenks he never said that he is on a whole different league above himself, but got surprised at how they managed to perform both Fusion and SSJ3 which took many years for him to do so. Gotenks also needed SSJ3 for Piccolo to say that this is the first time Buu has fought anyone as strong as him.

If Goku surpasses Gohan it's not from increasing a multiplier it's from increasing his base.

Since Goku did not access his full SSJ God power against Beerus right away but his power was increasing as he was getting used to the form, I'm not against assuming this happened with his previous SSJ forms too.

The problem here is that whatever gains you attribute to Goku's Super Saiyan 3, you have to attribute to Gotenks' Super Saiyan 3.

And since Super Saiyan Gotenks >>> Super Saiyan Goku, there's no way around it.

Exactly. Both Goku and Gotenks are not used to the Super Saiyan 3 form. No reason for Goku's Super Saiyan 3 to be hundreds of times more powerful than Gotenks.
