The difference is that in the case of GT, they lack the scaling through not just feats, but statements as well, to place them near the DBS top tiers, as even via statements they lacked anything to place them on Galaxy level outside of chain reactions. If there was at least a statement that leant towards the GT top tiers being on a similar level to the Gods I could roll with it, but the fact is that no implications of such exist, especially when even supplementary material is supporting Gods >> GT (eg. Xenoverse).

Bottom line is that there's nothing of note to directly place the GT top tiers on the level of the Gods, or even close, nevermind stronger.
