Considering Pre-God SS3 Goku > Ultimate Gohan, as well as a slight implication of Pre-God SS2 Goku/Vegeta > Ultimate Gohan, Gohan gets no further than SSG Goku in Scenario 1.
In Scenario 2, it depends whether we're going by manga or anime scaling. Manga-wise, he probably gets past Beerus. Anime-wise, he gets past SSR Black and maybe Initial Merged Zamasu, though gets wrecked by anyone higher.
I only give MSSB a 2x boost, seeing as how it seems like it'll be the replacement for the standard Kaioken Blue, so he gets up to Full Power Manga Hit and loses.

Hmm, I guess you could say SSJ3 Goku is stronger than the Gohan of BoG since Gohan slacked off but not Ultimate Gohan. Also, this is just going by the anime where Gotenks was only in base against Beerus. So it makes sense for Beerus to imply Ragetta being the only one to surpass Goku.

In the manga Beerus never states Ragetta is stronger than SSJ3 Goku but we can tell by his feats of him doing considerably better against Beerus than SSJ3 Gotenks and Gohan (who's Ultimate form is drawn much more explicitly) that he's many times stronger than Goku by extension.

It definitely seems to imply Goku/Vegeta > Gohan/Gotenks, considering there'd be no point in wording it as "the strongest Saiyan" when there's only two in existence.

Nothing implies Gohan lost any power since the Boo Arc in the BoG Arc.

I said it before and I'll say it again. Gotenks is irrelevant on Super, this is the same punk who fought Beerus in his SSjin form despite seeing Gohan lose against Beerus. Gotenks is all about hype.

Because the one who made the statement is Vegeta who is part of Vegito. It's easy to include Gotenks since the kids are nothing without their fusion.
