Vegeta says that he's only just realized how great his powers are when he fights Jheese.

Kenshi, I want to add that Ginyu seemed to be shocked that he couldn't access Goku's full power, so I'm going to assume that's the first time that's ever happened. He probably thinks Goku is a special case, and that he'll get Vegeta's full power if he switches with him. So maybe Goku could be indeed stronger than Vegeta.

I'm not really seeing any evidence that Vegeta is stronger than 60k. Ginyu had no choice but to switch with Vegeta, otherwise he would've died.

Son Gohan 26,000 ( ~1.8x stronger )
Vegeta 52,500 ( ~ 1.8x stronger )

FREEZA ARC PART 1

Kuririn 215,000 ( ~16x stronger )
Son Gohan 250,000 ( ~16x stronger )
Vegeta 500,000 ( ~ 16x stronger )

As you can see, I like to have the three with more or less the same boost. But Kenshi has a solid point about Vegeta being around 250,000 in his fight against Jheese.
