No, that's clearly the first Majin Bu we see. His power (above SSJ2 Vegeta) is the same he had before splitting, while both evil bu and good bu were much weaker.

There is also a theory about Goku having weaker SSJ3 with a living body. Can it be

That theory is bunk. The only thing different between Goku's living body and dead body is the durability/stamina. His power shouldn't be any different and is never indicated to be such.

Not possible. Fat Boo split his power and the Evil one got the most of it. Grey Boo is definitely weaker. Grey Boo was just more serious while Pure Boo was just crazy and liked to have fun. I miss that crazy mofo.
