Gokuu is stronger than ever in GT. His SS3 far exceeds what it was in DBZ, but he couldn't do shit to SS1 Baby-Vegeeta.
What does this tell you? SS1 Baby-Vegeeta is far beyond Pure Boo, who was on par with SS3 Gokuu in DBZ. So, who's the strongest Ki Gokuu ever felt before Baby-Vegeeta Strongest Form 1, then?

He only said it as a reply to Baby saying it.
SSJ3 Goku could still somewhat stand up to Baby Vegeta, but it took SBV to put him down for good. Once Goku, the current strongest, is defeated, Baby can safely claim his title.
