Tao must have weakened, he hasn't seen Tsuru in a while. Simple. Taos previous prime power must have been higher.

Well. It's a good thing Roshi suggested that Goku was able to beat Tao Pai Pai because he wasn't in his prime...
To be fair, it did seem like Roshi was only familiar with Tao's reputation of being the world's greatest assassin. It didn't seem like he was directly familiar with Tao's power.

Tenshinhan and Tsuru being biased flows well with the narrative. They’re arrogant and refused to believe they could be matched. Tao being secretly long past his prime is contradicted by Tsuru and Tien keeping constant contact with him.

Why would Tao be capable of remaining in his prime and no one else?

What do you mean constant contact? Phone calls don't allow you to see power levels brah

Head canon is just a fancy name for a theory. Some theories are better than others. Right now, the best theory is that Tao has indeed lost some power to explain the narrative discrepancies.
