Roshi was hiding in a submarine lol, clearly he'd have been smoked if he stayed visible. I'd say killing Popo would be something they'd get around to eventually, since the population was already only in the 10s of thousands meaning they'd killed billions of people. They'd have to have gotten bored and explored virtually every corner of the planet for their destruction spree.
