Was Too Much Water ever repeated? Will Gamefreak/Nintendo ever repeat it? What HMs would the other "Too Much" generations have?

Pokemon Gen 3 had a water theme. Water fucking EVERYWHERE (now I want to drink water, brb....I'm back (for real)). The legendaries Kyogre and Groudon live under the sea and Kyogre controls water. There are 3 water-navigating HMs (Surf, Waterfall, Dive), plus Whirlpool is needed to traverse some areas, so it's basically 4 HMs.

Is there a Too Much Earth? Too Much Rock? Too Much Cave? Too Much Forest? Too Much Sky? Too Much Darkness? Too Much Air? Too Much Vacuum? Too Much Corridor? Too Much Ladder?

And what might the HMs/field moves for them be?
Too Much Rock: Rock Smash, Dig, Rock Climb, Rock Cut, Cave Painting
Too Much Earth: Dig, Tracks (so you can retrace steps)
Too Much Darkness: Flash, Ecolocation, Cane (pokemon shapeshifts into the shape of a blind person's stick. May involve grevious bodily injury or death, depending on the starting pokemon. Could be the first gen with single-use pokemon. Are we the bad guys? You'd ask that, but your character has no mouth)
Too Much Forest: Sweet Scent, Repel, Tracks, Cut, Headbutt, Fire (burn trees), Surf (clear forest fires, Mimic (mimic an animal), Echolocation (combine with mimic if an animalpokemon replies to figure out its location)
Too Much Vacuum: space bubble (acts as a spacesuit), magnetism (can be used to traverse a vacuum), suicide (if you drift too far), scream (nobody can hear you), Attachment (pokemon becomes various vacuum cleaner attachments)

Funny enough, I don't think of Hoenn having water everywhere as that much of a problem. It helps the worldbuilding because Hoenn is a game about Land VS Sea. If anything, the backtracking in Sinnoh's story is worse because it's unnecessary. If I wanted to play a game with backtracking in it, I would play a platformer like Donkey Kong 64, not an RPG.

Water itself isn't the problem but the low variety in mons found in the faggot water surely is. You can only run into the same 3 Pokemon over and over enough times before you want to just spam repels.

Whirlpool can't be used on the field in Gen 3, only Gen 2. Gen 2 also has three water HMs (Surf, Whirlpool, Waterfall).
And yeah, the main issue with the oceans in Hoenn is the pokemon encounters. Surf encounters, dive encounters, and fishing encounters are the same in almost every ocean, with a couple of exceptions to fishing encounters here and there like Corsola on a couple of routes.
