Was zamasu a good villain

Unlike the other villains, he wasnt evil just for the sake of it. He though that what he was doing was just and right. And he was pretty calm and stable in the beginning but then became completely mad as fused zamasu

While Zamasu's motivations are different from the previous villains on the surface, those are clearly not meant to be humanizing or making him more sympathetic in any kind of way. This wouldn't have been so bad if his character development wasn't as rushed as it was. One lost sparring against Goku and a trip to the Babari planet was ultimately all it took to basically turn him into a petty, hypocritical and genocidal narcissist willing to cast aside his own values for the sake of murdering people that he doesn't like. All to create his own, perfect world, for his own sake.

And I didn't even address how incompetent he was in accomplishing this goal, nor how contrived his power-ups as Goku Black were.

Almost every villain in the franchise chose to do evil based on selfish reasons, Zamasu is not different since his reasons are incredibly elitist.
Zamasu wanted to be a God of Destruction, but a God of Destruction that exterminates all life that aren't gods. That's evil, contrast to how Beerus does his job.

You could even say a God of Destruction that exterminates ALL life, gods included. One of the first things he did was murdering the gods to make sure they stay out of his way.

True, but he didn't immediately say they didn't deserve to live. His methods were a means to an end.

To add to what Keedounan said, Zamasu was completely hypocritical in committing a genocide against mortals despite being on himself. This could have been interesting if such being pointed out to him actually produced some re-evaluation or alternate justification for his goals, but he instead just continued the same repetitive "hurr durr NINGEN!" rant he'd been doing before without any sort of internal development.

Whilst he may seem unique in premise for a Dragon Ball villain, there's nothing unique about a god complex villain like him at all within the scope of Shonen, nevermind anime/manga in general. He's basically the poor man's version of Poseidon or Hades from Saint Seiya, though those two at least weren't incompetent hypocrites.
