Were Brogy and Dorry unnaturally nerfed in Whiskey Peak?

Were they nerfed back then, with no in-universe explanation? Or with an in-universe explanation? Or were the Officer Agents just that tricky? Like imagine post-skip Sanji needing rescuing by Whiskey Peak Sanji.

These guys fought the Gorosei and got stopped by Mr 3. I can't think of a single plausible explanation lol

Real answer is lack of planning by Oda, but there were was a lot of bullshit involved in their situation that were outside of their control.
