It was stated in some promotional-material that they weren't created by Dr. Gero (obviously), but by Dr. Hedo. He supposedly has "superior" artificial-human technology.

I'm assuming they mean initial 17, but with this series you never know.

It’d be underwhelming, if they’d be below a current cyborg though, even-though I heard the movie isn’t as serious anyway.

I've been assuming that Goku and Vegeta will not be around to deal with this threat and will instead be shown to be training off-world somewhere. If that's the case, the androids only need to be a threat to those who remain, so it wouldn't be so bad.
