It's implied directly by Vegeta:



"Stronger than I imagined"

There's a reason why Vegeta said he wanted to "see Super Saiyan 3 with my own eyes." Clearly all he could do was watch while in soul form. Besides, Goku's quote about not defeating Fat Boo had no implication of suppression. He merely said he could have destroyed him with Super Saiyan 3.

It was highly implied that the boys got the most out of the fusion multiplier only after they trained in the ROSAT. It's not unreasonable to assume that Goku was referring to the maximum fusion multiplier when he said Gotenks would surpass him.

Super Boo is wayyyyyy stronger than Fat Boo.

I think Fat Buu reached Super Buu's power the moment before he was split.

Vegeta couldn't sense ki, but he can grasp SSJ3 Goku observing his movements similar to how he did with Android 19 and Dabura.
