Perfected Super Saiya-jin Blue. That's what Whis calls Goku when he transforms to fight Jiren.

What the above said. Those that say MSSJB [Mastered Super Saiyan Blue] or CSSJB [Controlled Super Saiyan Blue] are referring to the same thing.

I used CSSB for Complete Super Saiyan Blue, but all these acronyms mean the same thing.

I've always called it MSSJB. Not a big enough deal to switch it up.

And there's the other interesting question, Goku and Vegeta getting the PSSJB, would automatically make the PSSJB replace the SSJB and make them become more powerful in their lower forms, so as not to have a very bestial gap between the forms PSSJB and SSJG ?

The form is operated through the conscious effort of channelling one's outward ki internally. Since that is optional, they can still use normal SSJB by simply choosing not to contain their auras. Take Goku's match with Jiren for example: when Goku charges at him, he still has bits of ki radiating around him like a regular SSJB, but they disappear soon after, signifying the activation of MSSJB.

It was never implied that the lower forms get a power boost from this. Logically, only the host form (in this case, SSJB) is effected.

I was thinking that the SSJB may still exist, but we can also decrease the PSSJB multiplier over the SSJB, so as not to have a giant gap between the PSSJB over the SSJG. Something like this:

Post Arc Zamasu:

Goku = 1
SSJ = 2.5
SSJ2 = 5
SSJ3 = 10
SSJG = 25
SSJB = 50
PSSJB = 250

Top:

Goku Base = 5
SSJ = 12.5
SSJ2 = 25
SSJ3 = 50
SSJG = 125
SSJB = 156.25
PSSJB = 250
