What happens when bad guys die?

Piccolo told Vegeta would lose his body and his soul would be used for reincarnation, implying bad guys don't keep their bodies. Heck, Goku keeping his body was an exception. But then there seems to be a hell since a servant mentioned it to Goku right before he took off to Kaio. And then Enma said he fought and beat Raditz and Goku concluded he was > Raditz, which wouldn't make sense if Raditz was just a soul. And then Freeza was seen with his body in hell in Supbar.

So what the heck happens?

-Cannon (manga only): Only heroes keep their bodies. Everybody else (be it good or bad guys) lose their bodies.
-Anime: Everybody keeps their bodies, and they go either to Heaven or Hell.
-Super: Hard to say. Death is treated as the end of everything in DBS. (Goku and Vegeta said at some point that they "no longer exist" in Trunks's timeline. Not even Kaioshin kept existing after death.)

It’s said in Super that Freeza simply refused to repent and was condemned to stay in hell forever. I never got the hang of how Raditz fought Enma though…

I normally tolerate filler material in DBZ, but I can't stand it when they show villains in Hell keeping their bodies. Filler that contradicts canon is frustratingly bad.

Tbh his authority as the manager of the underworld seems to overrule higher gods' authority, Kaioshit and Kibito couldn't just hop back in the living world after death and even old Kai seemed to only be able to do so for 24 hours like a mortal.

You can discuss battle powers without being emotionally-invested in them. A battle power list is really the height of subjectivity; it's hard to be objective and open to change when you've invested so much into those numbers.

Instability is destructive. The fact that I've been in the front line getting constantly attacked, by multiple people, at every angle, for years, and still standing firm would prove there's nothing eating me up inside, that would render an outside attack effective. Whereas anything I say evidently gets through to the deepest levels of people, producing negative emotions, where they can hold grudges for years waiting to throw it back at me. It doesn't matter whether it's a year, 5 years, 10 years... the outcome will be the same, because we're not on the same level. You can pretend like we are but the longer you engage the more damage you will take, while I remain the same. Since I'm not ruled and blinded by the same emotions you are. You will only destroy yourself in the end, while I laugh.

That's why it's better to attack from the safety of the peanut gallery, rather than getting into the pressure cooker and burning yourself out. Learn from your friends.

Already posted. Your bias for Piccolo may have blocked it out though. As with the evidence for Trunks, it's unlikely you'd be able to accept it. But it shouldn't be too hard to find, if you're really that interested.

Nah anime Hell is much worse because Super anime follows the canon depiction and there is a convenient exit from Hell in Z and villains have immortal bodies in GT despite it being explicitly stated that being killed in a dead body permanently erases your spirit in Z, long after that contradictory filler in the Namek arc that showed Chaozu can't die while dead.

I don’t doubt that Enma has the authority, but his statement is so vague. “None defeat me” makes it sound as though Enma treats sending someone to hell as a victory, even if they are a mere soul.

This is an old topic but when bad guys die, they usually lose their bodies, and their souls are used for reincarnation. But there are exceptions, like Goku keeping his body. There is also a place called hell where souls are punished. So, it's a bit complicated, but basically, bad guys usually lose their bodies, but some can keep them, and there's a separate place for punishment called hell. I wish it was like that in our life! But I think nobody lives in heaven or hell after the relatives have checked Granite Tombstone Prices and buried them. I think nothing waits for us there.
