I have Cold = to 70% Namek arc Freeza so either SSJB can beat him.

Freeza thought bringing King Cold along would be helpful and together they could take on Namek Goku. So hes probably around 70 to 75% of Final Form Freeza. He probably could get stronger just not sure how far his potential takes him as it would be all based on Plot. But if we assume Freeza has the greater potential I would say the Golden Transformation is just unique to him. So Cold would just be at 75% of Final Form Freeza, at best, which would make him easily beatable for Base Goku or Vegeta.

Cold was already considered to be powerful enough to compete against Super Saiyan Goku. By the merits of his usefulness in that battle, he does have a-lot of potential. He would definitely be considered an asset in this battle as well.
